Celestia must realize that this can't go on forever. Luna is obedient to her now but if she pushes her hard enough then she may get to using violence and then almost nopony will be able to stop her. Luna is simply too powerful to keep locked up for long. She needs to get Luna to grow up if she doesn't want a repeat of Nightmare moon. I think she should bring in ponies to try and socialize her. If Luna can't go to the ponies then Celestia must bring the ponies to Luna. Maybe bring Twilight to the palace could be an idea.
To defend Celestia and her actions, I've been meaning to defend her on this; As a Princess/Older sibling, tough decisions have to be made "yes" Tia should show a little more compassion but matters forced her curtness and it WAS called for.

fuck you celestia,fuck you.. sincerely all you've done was treat her like if she was not your equal,if she didnt had feelings and couldnt be on her own! she just did those things because scootaloo said "we love when you scare us!" so she understood that as a for a way to be getting their love! and you just take it as her being bad and rebelious again! when she just wants to be loved! and you simply cant understand that can you?

I sympathize with Celestia. I mean, what the fuck is up with Luna, is she the intelligence of a damn toddler? From the backstory, all she did was ruin things, piss off ponies, ruin more things and then come back to ruin even more things. I get that she'd learned something from Nightmare night, but to think she has no idea that Nightmare "NIGHT", as in ONE NIGHT, is a ONE NIGHT celebration.. Sorry Luna, this is too much for me to take in. You're on your own on this one.
What? This is no worse than what she did. She terrorized ponies, and even if that was what she thought was right, you can't just go around doing that crap, and frankly, she should have searned her lesson after the first couple times. She caused massive panic, destroyed countless amounts of events, and she had shattered her own reputation, to the point where she would be ridiculed and avoided in the street, which would probably end up hurting more ponies. Its clear celestia doesnt want to do this, but this is a completely appropriate response. This is simply being grounded, and as she said, she can move freely around the castle. Luna is acting like a spoiled brat, and the way she's responding proves that she hasn't learned anything from a week of isolation.
That won't get it fixed. What you need to do is draw them in that position more. Just do a sketch page with them in those awkward angles, changing how you draw them until you get to a point that you like the outcome.

Celestia is taller. Celestia is older. Celestia was able to banish Luna to the Moon for 1,000 years and Luna wasn't able to stop it (needed the stars to help her escape). And Celestia just does/appears much more than Luna.

Chances, pfff. Luna is realy trying hard, her failures are result of bying ill informed, if Celestia would decide to talk and teach her more about how Equestria has changed instead of acting royal and drinking tea, than chances would work out.
You know Luna's not actually alone. If anything CELESTIA is the one who's alone. Luna has earned the true friendship of the common folk. She can relate to them much better than Celestia can. She shouldn't be trying to fit in with those in Canterlot who are just stuck up and trying to backstab and out class one another all the time. Hell they don't even like Celestia, they just suck up to her.
So yeah in the end Luna has far more than her sister and knows the feelings of loneliness as well, allowing her to better relate to the people.
But then again you probably won't read this comment so I probably just ended up rambling. YAY PLOT LOGIC!
